New energy vehicle planning will be released in March next year

The national new energy vehicle development plan will be released in March next year. At the New Energy Vehicle and Lithium Ion Battery Special Forum held in Nanchang yesterday, Wang Shulin, head of the National Development and Reform Commission Automobile Expert Group, told reporters: "China will soon release technical specifications for new energy vehicles, and the development plan for new energy vehicles has been reported to the State Council by the Development and Reform Commission. It is expected to be officially announced in March next year. "

According to the reporter, relevant state departments will also launch five supporting measures for the development of new energy vehicles next year.

The "Adjustment and Revitalization Plan for the Automobile Industry" released in March this year has clearly stated that for electric vehicles in new energy vehicles, the near-term goal of forming a production capacity of 500,000 vehicles by 2011 will be clearly established. It is understood that the cost of key components such as power batteries, motors, and power electronics account for 30% -50% of the total cost of electric vehicles. Based on this, the annual output value of 500,000 electric vehicles is expected to reach more than 100 billion yuan.

Wang Shulin said that developing new energy vehicles is the best choice for cultivating new economic growth points and new industries in the post-financial crisis era. The construction of a "two-type" society and the implementation of the "energy saving and emission reduction" strategy have created huge market demand for the development of China's electric vehicle industry.

Power batteries are the core components of electric vehicles. The annual production capacity of domestic nickel-metal hydride power batteries and lithium-ion power batteries will exceed 140 million watt-hours and 900 million watt-hours respectively at the end of 2009, and are expected to be further increased to 360 million watt-hours by the end of 2010 And more than 4 billion watt-hours. Based on the battery installed for each 30 kWh (approximately 200 kilometers of A-class car driving range), by the end of 2010, it can meet the demand for about 150,000 electric vehicles.

It is reported that compared with other countries, China has unique advantages in developing new energy vehicles. The first is that the macro policy guidance for the development of electric vehicles has basically taken shape. Secondly, China has a huge diversified market with obvious cost advantages. The price of lithium-ion power battery in China is 3-4 yuan / watt hour, which is much lower than that in Europe, America and Japan (about 14 yuan / watt hour). The price of rare earth permanent magnet motor is about 60% of the current international price. In addition, China's lithium resource reserves are more than 3.8 million tons, ranking second in the world; China's rare earth resource reserves are 65.88 million tons.

The data shows that the current development strategy of China's new energy vehicles is to use energy conservation and environmental protection and the major transformation of the electrification of vehicle energy power systems as a way to enhance China's auto industry's independent innovation capabilities and future core competitiveness in order to achieve leapfrog development of the auto industry As the final strategic goal; focus on advanced power batteries for research and development and industrialization, and focus on fuel cell engines for research and development, strive to achieve major breakthroughs, occupy the commanding heights of future electric vehicle technology and even the entire automotive technology; adhere to the original innovation and integrated innovation as the main body To carry out international cooperation, comprehensively improve the traditional automotive technology level, and achieve the independent development of the automotive industry; play a dual role in promoting policies and markets, mobilize all aspects of society, form a joint force, and accelerate the development of new energy automotive industrialization.

According to the development outlook for new energy vehicles proposed by the National Development and Reform Commission, the number of pure electric vehicles in China's auto market will reach 100,000 in 2012, and the number of pure electric vehicles in 2020 will reach 4 million.
