The status quo of Chinese enterprises on the cloud index: insufficient breadth and insufficient depth

At present, the manufacturing industry is advancing from the digitization stage to the networkization stage. The enterprise cloud helps to promote the deep integration of the real economy and the Internet, and to innovate and construct a modern industrial system. In order to better understand the direction, we will describe the current situation of cloud development in China from the overall situation of the country, provinces, industries, and scale of enterprises.

China's enterprises have insufficient cloud coverage and insufficient depth

At present, only 40.3% of enterprises in China use cloud services, and enterprises that have applied cloud platforms have significantly insufficient cloud depth.
From the perspective of the popularity of cloud platforms, only 40.3% of enterprises in China currently use cloud services. The proportion of enterprises using public cloud, private cloud and hybrid cloud services is 22.4%, 15.3% and 2.6% respectively, and the public cloud platform is obviously insufficiently penetrated as a universal service market, as shown in Figure 1.

Figure 1 2017 National Enterprise Cloud Platform Usage

For enterprises that have already applied the cloud platform, the cloud depth of the enterprise is obviously insufficient. In 2017, the level of the upper cloud index of China's Shangyun enterprises was only 33.7 [1]. The three levels of indicators of enterprise's basic cloud, cloud innovation and management reform were 38.4, 31.0, and 29.6, respectively, indicating the level of enterprise cloudization. At a lower level, the core business cloud has just started, and most companies are still constrained by the traditional management model, as shown in Figure 2.

[1] The enterprise cloud index and the corresponding indicator level are calculated based on the enterprises that have applied the cloud platform in the form of private cloud, public cloud, hybrid cloud, etc., the same below.

Second, the level of cloud index on the enterprises in various provinces and cities showed a "high east and low west" distribution

The level of cloud index on enterprises in various provinces and cities nationwide is divided into four echelons, which are closely related to the level of regional economic development and are in a “high east and low west” distribution.
The eastern and southern coasts, some provinces and cities in the Bohai Rim region, and the enterprises in Beijing and Tianjin are located in the first echelon; the enterprises in Inner Mongolia, Shanxi, Shaanxi, Henan, Hubei and other provinces are located in the second echelon; Gansu, Yunnan, Xinjiang, The level of clouds in enterprises in southwestern provinces such as Tibet is relatively low, as shown in Figure 3.

Third, the power industry enterprises are in a leading position on the cloud level

From the perspective of industry, the level of cloud in power industry enterprises is significantly higher than that in manufacturing enterprises. In the manufacturing industry, the level of cloud in the consumer goods industry is ahead of the raw material industry and equipment industry.
The cloud index of enterprises in the power industry reached 53.7, which was 63.2% higher than that of manufacturing enterprises (manufacturing: 32.9). In the manufacturing industry, there is little difference in cloud levels among enterprises in various industries. The overall level of the cloud index in the consumer goods industry is 34.0, which is 4.3% and 5.6% higher than that of the raw materials and equipment industries, respectively. The development speed of cloud computing in industries such as machinery and mining is relatively slow, and the awareness and technology of enterprises on the cloud need to be improved, as shown in Figure 4.

Fourth, the level of small and medium-sized enterprises in the cloud needs to be improved

Small and medium-sized enterprises need an open development model to break the technology and interest barriers built by leading enterprises. However, affected by factors such as cost and talent support, they are mainly public cloud platforms with low application thresholds.
In terms of cloud platform type selection, large enterprises in China are more inclined to deploy private cloud platforms, while small and medium-sized enterprises are more focused on using public cloud platforms. As shown in Figure 5, 29.7% of large enterprises use private cloud platforms, which exceed 77.8% and 137.6% of medium-sized and small-to-micro enterprises respectively.

Figure 5: The use of cloud platforms of different scale enterprises in China in 2017

Thanks to a good management foundation and information base, the large cloud index of large enterprises reached 35.2, which is in a leading position. The cloud index levels of medium-sized enterprises and small and micro enterprises are 32.3 and 29.6 respectively, and the gaps with large enterprises are 8.2% and 15.9%, respectively, as shown in Figure 6. The three primary indicators of small and micro enterprises' basic cloud, cloud innovation and management change are lower than other scales, and the gap between them is the largest. Promoting small and medium-sized enterprises to go to the cloud requires the government and the market to work together.
