Mandatory product certification implementation rules

In order to comprehensively deepen the reform and systematically improve the compulsory product certification system, the Committee has combined the implementation experience of the pilot certification implementation rules based on the requirements of relevant laws and regulations, and has fully carried out the adjustment and revision of the implementation rules for compulsory certification of specific products.

The revised implementation rules for compulsory product certifications that have been revised are now announced (see Annex 2 - Annex 18, hereinafter referred to as the "new version of the rules"). The new version of the rules was formally implemented on September 1, 2014. Please refer to Appendix 1 for the details of the old rules replaced.

Each relevant designated certification body shall formulate the implementation rules for the corresponding product certification in accordance with the requirements of the new rules and the published general implementation rules of the compulsory product certification. The certification implementation rules shall be completed before September 1, 2014, before being completed by the Certification and Supervision Department of the Committee. Carry out certification activities in relevant designated areas.

Starting from the date of implementation of the new version of the rules, the designated certification body shall implement the certification according to the new rules for the newly accepted certification commission business; the valid mandatory product certification certificate issued before the implementation of the new version of the rules can continue to be used, and the designated certification body certification certificate conversion work It should be completed in a natural transition way such as the renewing of expired certificates, standard version change, and product changes.

As the technological development, emergence of new products, and the applicable standards for certification continue to improve, this revision involves the following adjustments to the applicable products of the rules:

1. Add two products, "Electronic ballasts for high-intensity discharge lamps, DC or AC electronic control devices for LED modules", under the category of "Lighting appliances - Ballast type";

2. Under the category “Low-voltage Electrical Apparatus Category - Types of Leakage Current Protectors”, add “Sleep Residual Current Appliances for Household and Similar Uses (SRCD)” to a product, and add “Home and Similar Uses” under “Low-Voltage Electrical Apparatus Category—Types of Circuit Breakers”. The B-residual current operated circuit-breakers (B-type RCCB and B-type RCBO), and the selective over-current protection circuit-breakers (SMCB) for household and similar applications, two products;

3. Under the category of "Wires and Cables", add "Additional Product Specification Models for JB/T8735.2-2011, JB/T8734.2~.6-2012 Standard Replacement Standards".

The relevant designated certification body should do a good job in the certification implementation and promotion of the relevant production companies according to the newly added products. The newly added products shall be adjusted, as of September 1, 2015, and shall not be manufactured, sold, imported, or used in other business activities without authorization.
