Jiangsu photovoltaic new online electricity price policy support has its own focus

After the three-year PV on-grid price expired at the end of 2011, the new phase of PV on-grid tariff in Jiangsu was recently confirmed, followed by the province’s huge investment in photovoltaic power generation planning and supporting policies. It will serve as a benchmark for the introduction of local PV on-grid tariff policies in Zhejiang, Shandong and other provinces.

A number of Jiangsu PV industry sources confirmed to reporters that in 2012, Jiangsu PV on-grid tariff was set at 1.3 yuan/kWh. Among them, 1 yuan is a state subsidy and 0.3 yuan is a local subsidy. Future electricity price subsidies consist of two components: the country's current subsidy price + Jiangsu provincial subsidy price, and “the provincial subsidy portion will be reduced by 10% annually on the basis of 0.3 yuan.”

As the largest photovoltaic province in China, Jiangsu Province launched the "Proposal on Photovoltaic Power Generation Promotion in Jiangsu Province" (hereinafter referred to as "Opinions") on June 19, 2009, and proposed that the installed capacity of photovoltaic power generation reaches 400 MW in three years, including the installed capacity in 2011. The capacity is 230 megawatts.

It is worth noting that the "Opinions" also stipulates on-grid tariffs for photovoltaic projects implemented on the ground, roofs, and buildings, that is, the prices of the three are required to be 2.15 yuan/degree, 3.7 yuan/degree, and 4.3 yuan/degree respectively in 2009. , it dropped to 1.4 yuan/degree in 2011, 2.4 yuan/degree, and 2.9 yuan/degree.

Honorary Chairman Han Qinghua of the Jiangsu Photovoltaic Industry Association declined to comment on the issue of electricity prices, but he stated that Jiangsu's new photovoltaic industry opinion is being worked out, and the electricity price will be formally reflected in the new policy of "competitive price electricity price competitiveness" and "Opinions" three years ago. Similarly, the new policy will also implement total control on the scale of installation. One of the changes in the New Deal is that it has previously shifted from supporting industries to supporting key enterprises, such as upstream support of Zhongneng Silicon Industry, midstream Shangde, Artes, Tianhe Light energy, the downstream support Zhongsheng Optoelectronics, to enhance the core competitiveness of photovoltaic companies, to cultivate a world-class photovoltaic industry.” Han Qinghua was formerly the leader of the photovoltaic group in Jiangsu Province, responsible for the formulation of the “Opinions” three years ago, and today is also Jiangsu Photovoltaic New Deal's main player.

At present, it has not been determined whether Jiangsu's terrestrial electricity price is equivalent to the roof electricity price, but a photovoltaic company executive believes that "should be the same because the cost of roof and floor is now almost the same."

"1.3 yuan / degree of roof electricity prices is more appropriate, the previous survey in the province there are many institutions, companies involved." Jiangsu vice president of China Energy Silicon Industry Lu Guanbin's point of view is that the provincial power station should pay more Participated by excellent local companies, "You can use the low-cost advantages of manufacturing. At the same time, we started power stations in the United States as early as in 2009. We have a wealth of technology and experience."

Zhong Sheng Optoelectronics CEO Yan Haifeng’s point of view is that in August 2008, the on-grid tariffs of two photovoltaic power plants in Erdos and Shanghai Chongming Island were RMB 4/kWh, and today’s Western power plant prices have already dropped to RMB 1/kWh, indicating the era of photovoltaic PV access. coming soon. Even at the low tide of the market, the production capacity of Suntech, Artes and Zhongsheng Optoelectronics is still running at full capacity. “Since the price of components has dropped, and the downstream demand is strong, Zhongsheng has sufficient orders in hand. The production capacity of component companies, "But Jiangsu mostly depends on the autonomy of enterprises, and the policy will not give enterprises funding support, and will only be more inclined to competitive enterprises in the on-grid tariffs and power plant projects."

The New Deal focused on data showing that the total production capacity of photovoltaic modules in 2011 exceeded 40 GW, while the global installed capacity was only 27.5 GW. Only in October of that year, one-third of China's PV companies were in the state of suspension of production and semi-discontinuation, and 50 companies were already out.

“At present, Jiangsu has not yet closed down PV companies. At present, Suntech and China Energy have already achieved the world’s largest capacity. Overall, there are too many battery and module manufacturers in the middle reaches, and there are relatively few EPC companies in downstream power stations. Zhongsheng Optoelectronics, the No.1 power plant for overseas power stations, ranks No. 7 in the world, and this is the short-leg and urgently needed support part of the Jiangsu photovoltaic industry. Therefore, we encourage more upstream and midstream companies to increase Photovoltaic companies will drive the upstream and the middle reaches downstream to support and nurture Zhongsheng Optoelectronics Co., Ltd., which has the ability to receive orders from overseas power stations, and to strengthen the competitiveness of Jiangsu enterprises in terminals.” Han Qinghua admitted to reporters that Jiangsu used electricity or exceeded 4000 in 2012. Billion degrees, "may exceed Guangdong", taking into account environmental issues, resulting in a large number of new energy needs.

Han Qinghua also said that the development of German photovoltaics has given Jiangsu “a lot of shock”. Germany and Jiangsu are at the same latitude and sunshine time is similar, but with the advantage of Europe's important power load center, the former will become the world's new energy center.

"Jiangsu can study Germany completely because it is a load-bearing country with complete power grids, short access distances, and an appreciable market for applications." At present, Jiangsu does not plan to do a five-year or ten-year total PV installation plan because “the actual installation will always exceed the planning expectations.”
